승객 144명을 태운 미국의 ATW 항국 282편이 레바논의 신세계 혁명기구의 일원에 의해 공중납치된다. 이에 미국측에서는 이들을 구출할 목적으로 '델타 포스'라는 특공대를 중동지역에 파견하게 된다. 납치범들은 그들의 동지를 풀어주는 대신 여자와 아이들을 풀어줄 것을 제의하고 이들의 제의에 따라 여자와 아이들은 무사히 비행기에서 풀어나게 된다. 이 곳에서 인질 구출작전을 펴려던 특공대는 작전개시 직전에 비행기에 다른 납치범들이 합류했으며 유대인들은 이미 사전에 다른 곳으로 이송시켰다는 사실을 알게 되고, 작전은 일단 보류되고 만다. 범인들이 인질들을 베이루트 전역에 분산 수용시켰다는 소식을 입수하게 된 특공대는 3개 부대로 나누어 인질 구출작전을 펴게 되는데...

어려서부터 창녀였던 노에시타는 그 지방 마피아인 로코 패밀리와 관계를 맺고 있는데, 그녀와 같이 있던 남자가 살해되자 경찰은 마피아를 의심한다. 그러나 사실은 마약피해자 부모들이 모여 마약 거래자들을 직접 죽였던 것이었다. 마약의 해로움을 체험한 노시에타는 그 부모들과 마약에 대한 사람들의 경각심을 일깨우는데 앞장선다.

쿠바 난민들이 배를 타고 미국으로 향하던 중 미국 배를 만나지만 무참히 살해된다. 그들이 노린 것은 배에 숨겨진 마약이었다. 수많은 시체로 가득한 배는 쿠바 근해 보카 라톤 해안에서 밀수 단속 순찰반에 의해 발견된다. 한때 뛰어난 특수부대 대원이었지만 지금은 은퇴하고 조용히 살아가는 맥과이어(척 노리스 분)에게 비밀기관의 요원이 찾아온다. 바로 악명 높은 살인마 로스토브(리처드 린치 분)가 밀입국했다는 것. 로스토브는 미국 전체를 혼란에 빠뜨릴 테러 계획을 세우고 있지만 오래 전 맥과이어와의 대결로 계속 악몽에 시달린다. 로스토브가 기억하는 그의 이름은 ‘매드 헌터’. 지금 로스토브를 제거할 수 있는 사람은 바로 맥과이어 뿐이다. 맥과이어는 요원의 제안을 거절하지만 이웃 노인이 놈들에 의해 희생당하자 복수를 결심한다. 한편 로스토브 일당은 해안을 통해 은밀히 요원들을 침투시킨다. 평온한 주택가, 상가, 교회 할 것 없이 사람들이 많이 모여있는 곳이라면 어디든지 나타나 무차별 살상과 폭발을 일삼는 것. 미국의 도시 곳곳은 화염에 휩싸이고 모든 치안은 마비된다. 수많은 병력이 투입되지만 놈들은 경찰과 군인으로 위장하고 있어 누가 적인지 구분할 수 없는 상황. 결국 직접 로스토브와 그 일당 제거에 나선 맥과이어의 눈부신 활약이 시작되는데...
