대통령 선거일을 며칠 앞두고 대통령의 성희롱 사건이 터진다. 이 일로 재선이 어렵게 되자 백악관은 정치 문제 해결사인 브린(로버트 드 니로)의 도움을 청한다. 브린은 언론과 여론의 관심을 다른 데로 돌리기 위해 알바니아와의 가상전쟁을 꾸민다. 가상 전쟁 장면 구성상의 필요 때문에 브린은 할리우드의 유명한 제작자 모스(더스틴 호프만)를 찾아간다. 모스의 도움으로 최첨단 컴퓨터 기술을 동원해 제작한 전쟁 장면을 만들어내 언론에 뿌린다. 이 일로 성희롱 사건은 잠잠해진다. 하지만 곧 반대 후보 진영과 CIA의 전략으로 전쟁이 끝난 것으로 보도가 되자마자 다시 성희롱 사건이 불거진다. 브린과 모스는 다시 책략을 꾸미는데...

아름답고 평화로운 도시 근교 조그만 마을에 어느날 아담한 아이스크림 트럭이 나타나면서 이상한 일들이 연이어 발생한다. 기묘한 생김새의 아이스크림맨 그레고리(Ice Cream Man: 클린트 하워드 분)는 불길한 느낌을 주는 미스테리의 인물. 어느날 밤 요란한 개의 울부짖는 소리와 함께 첫번째 희생자인 꼬마 로저(Roger Smith: 재차리 벤자민 분)가 실종되고 만다. 또래의 아이들과 잘 어울리지 못하던 로저가 실종된 후 조사를 위해 경찰이 파견된다. 결국 마을의 유일한 외지인인 그레고리에게 수사가 집중되지만 별다른 혐의점을 찾아내지 못한다. 그레고리는 계속 어눌한 말씨와 어리숙한 모습으로 알 수 없는 이상한 성분이 첨가된 기묘한 맛의 아이스크림을 만들어 판다. 그러던 어느날 로저의 친구들인 죠니(Johnny Spodak: 저스틴 이스펠드 분) 일당 중 하나인 폴이 아이스크림을 사먹으려다 봉변을 당하는데...

엄격한 청도교인 아버지 밑에서 억압된 생활을 하던 트래비스(Travis: 스티븐 볼드윈 분)는 아버지의 죽음으로 혼자 농장을 지키며 살게 된다. 그러던 중 길을 잃은 아름다운 쳐녀 켈리(Kelly Ann: 제니퍼 루빈 분)를 만나 함께 농장을 꾸려간다. 그즈음 도회지의 세련된 여인 졸린(Jolene: 팻시 켄싯 분)이 나타나 트래비스에게 접근한다. 상반된 외모, 대조적인 성격의 두여자의 유혹에 시달리던 트레비스는 결국 두여자와 변태적인 애정 행각을 하게 된다. 이런 시기에 강도가 들어와 졸린을 폭행하는데 이들 3인은 이강도들을 처치하고, 이들이 남긴 총과 지도를 이용, 호기심으로 은행을 털다 경찰을 쏘게 되는데, 한편 이 두 여인이 트래비스에 접근한 이유는 다른데 있는데.
