The Old West. The end of the Frontier era. As civilization draws steadily nearer, the last remaining drifter finds himself trapped in the last of the brutal frontier towns. 정년을 며칠 앞두고 연금으로 여생을 낚시나 하며 쉴 생각을 하고 있던 수도 경찰의 루거 형사(Sergeant Wes Luger: 사무엘 L. 잭슨 분)는 어렸을 때부터 같이 자랐을 뿐 아니라 경찰에 투신한 후에도 5년이나 파트너로 일하다 몇 해 전 은퇴한 여경찰 요크가 살해되는 사건으로 정신을 번쩍 차리고 일어선다. 입에 자신의 총구를 물고 죽어있는 요크 옆에는 걸스카웃이 기금 모금을 위해 파는 쿠키가 두상자 떨어져 있었다. 단서라고는 그것 뿐이었다. 골치 아픈 게 싫어서 자살로 단정한 경찰 당국이 꺼리는 것을 알면서도 루거 형사는 반강제로 사건을 맏는다. 쿠키 성분을 분석한 경찰은 다량의 마약을 검출해 내고 결과를 통보 받은 마약과에서는 콜트 형사(Jack Colt: 에밀리오 에스테베즈 분)를 파견해서 루거 형사와 한 팀으로 일하게 된다. 두 형사는 동분서주 하며 사건을 해결, 범인들을 일망타진하는데...

When Mike meets Stone's lawyer, Samantha Richardson (Vanessa Williams), the two team up to bring down Stone's arms smuggling empire. However, Mike's infatuation with Samantha keeps putting them in greater danger.
