모스코바 고르키 공원 눈쌓인 숲속에서 신원을 알아볼 수 없도록 훼손된 세구의 시체가 발견된다. 수사 책임자인 렌코 경감은 사건을 KGB로 인계하려 한다.그러나 그의 상사인 이암스코이는 KGB와의 경쟁을 의식한 듯 사건을 맡아 해결하라고 종용한다. 렌코 경감은 여자 피살자가 신었던 스케이트에 '이리나'라는 이름이 새겨져 있는 것을 발견한다. 그는 한 영화사의 의상 담당으로 일하고 있는 이리나를 찾아가 수사의 실마리를 풀어보려 한다. 그러나 이리나는 좀처럼 입을 열지 않는다. 그때 미국인 피살자의 형인 뉴욕 경찰 커월 형사가 나타나 렌코와 함께 사건 추적에 나선다. 그러나 이들의 뒤에는 KGB요원들 이 그림자처럼 미행을 한다. 한편, 렌코 경감의 부하는 KGB에서 이리나의 신상 자료를 훔쳐온 뒤 KGB 요원에 의해 살해된다.또한 피살자들의 신원을 알고 있는 KGB 정보원 역시 렌코 경감에게 다녀간 후 피살 된다. 커윌이 미국에서 가져온 자료와 KGB에서 훔쳐온 자료를 토대로 여자 피살자의 신원이 밝혀진다. 피살자는 이리나의 친구 발레리나로 미국인 모피 사업자 오스본의 일을 도와주고 있었음을 알게 된다. 결국 렌코와 커윌형사는 오스본이 권력층 특히 KGB와 관계가 깊다는 것과 KGB가 사건을 은폐하려고 한다는 것을 알아챈다.
