호천(유청운), 건추(고천락), 자위(장가휘)는 홍콩 경찰서 마약단속반에서 함께 일하는 죽마고우. 정의의 수호자인 세 터프가이는 서로를 위해서라면 기꺼이 목숨도 내줄 만큼 진한 의리를 자랑하지만 태국에서 위험한 사건에 휘말리며 그들의 형제애는 시험대에 놓인다. 그들의 임무는 ‘여덟 얼굴의 부처’라는 별명을 가진 악명 높은 동남아시아 최고 마약거래 조직의 우두머리를 잡는 것. 자위는 기꺼이 호천의 작전을 돕고 수사팀장이 된 호천은 이번 임무를 완수할 야망을 품고 있다. 건추는 국제 임무에 완강히 반대의사를 표명하지만 임무를 성공시키면 잠입 수사를 접고 복귀해 임신한 아내와 함께 평범한 생활을 할 수 있을 거란 기대를 갖는다. 하지만 이들의 비밀 작전이 발각되고, 세 친구는 비극적인 딜레마에 직면하고 만다. 선과 악을 놓고 벌이는 생사의 대결 앞에 물러설 곳은 없다!

이건 아니잖아~~ 훔치기보다 더 어렵다, 훔쳤다 돌려주기?! 빚쟁이보다 더 무섭다, 우는 아기 달래기!! 상습 도박꾼 뚱땅(성룡)과 잔대가리 지존 난봉(고천락)은 돈 되는 것이라면 뭐든 훔치는 2인조 전문 털이범. 그러나 도박과 여자에게 번(?) 돈을 모두 탕진해버리고 빚쟁이에게 쫓기게 되자, 얼떨결에 거물급 갱단의 ‘BB프로젝트(빌리언 달러 베이비 유괴 계획)’에 합류한다. 유괴보다 유모에 더 소질 있다?! 아기를 훔쳐 오는데 가뿐히 성공한 이들은 그러나 협상의 타이밍을 놓치면서 한순간에 ‘유괴범’에서 ‘유모’로 변신하게 된다. 하지만, 애초 유괴를 의뢰했던 악명 높은 갱단의 진짜 목적이 아기의 목숨이었다는 사실을 알게 되면서, 급기야 본분을 망각한 채 인질 보호에 나서게 되는데...
