Colometa is an average housewife with two children to care for in the late 1930's, as the Spanish Civil War is starting and her husband goes off to fight. But now she is forced to raise her children under straitened circumstances, and after her husband dies, her life undergoes another major change as she marries for the second time. Underneath Colometa's acquiescent, forebearing exterior must lie just a few discontents, a few unrealized dreams - but they never surface as she blithely moves from one episode in her life to another.

This causes the people to divide into two camps, those who favor and those against the "Congress", until finally after a series of negotiations between both sides, we arrive at consensus. Perros Callejeros is based on the juvenile delinquency of the 1970s and 80s in Spain. The story is set in Barrio de la Mina in Barcelona one of the most conflict neighbourhoods in Spain. The characters chosen were real juvenile delinquents all with criminal records, which the director used to give the film a realistic touch. This film is very powerful and dramatic, it shows how these kids were brought up to survive on the streets.
