1593년, 촉망받는 작가인 셰익스피어(죠셉 파인즈)는 단 한 줄의 글도 쓰지 못할 정도로 슬럼프에 빠진다. 그러던 중 그는 연극 오디션에 재능을 보인 한 소년에게 순식간에 매료된다. 그런데 사실 그 소년은 '여자는 연극무대에 올라갈 수 없다'는 법규 때문에 남장을 한 바이올라(기네스 팰트로)였다. 소년을 뒤쫓아 우연히 바이올라의 집에 들어간 셰익스피어는 첫눈에 그녀를 사랑하게 된다. 그리고 이에 힘입어 열정적으로 '로미오와 줄리엣'을 쓰기에 이른다. 그러나 바이올라는 아버지와 여왕의 명령에 의해 이름만 남은 귀족 웨식스와 정략결혼이 예정돼 있는 처지이다. 이 사실에 괴로워하던 셰익스피어는 원래 해피엔딩의 코미디로 구상한 '로미오와 줄리엣'을 가장 비극적인 사랑이야기로 창조한다.
