경찰인 이국강은 안전벨트 미착용자의 딱지를 떼려다가 살인범을 잡게 되는데 그 과정에서 부상을 당하고 기이한 경험을 하게 된다. 그의 상사는 국강의 진술을 듣고는 외상 후 스트레스 장애로 판단을 하고 그를 잡무과로 발령 낸다. 잡무과에서 기이한 사건만 맡게 된 이국강은 귀신의 존재를 믿게 되지만 잡무과 상사인 황 반장은 ‘세상에 귀신은 없다’라는 제 1 규칙을 잊지 말라고 한다. 그 후 연이은 여학생의 자살 사건이 일어나고 부상당한 팔의 깁스를 푼 이국강은 자신의 팔에 이상한 번호가 새겨져 있는 것을 알게 되고 그 번호를 조사한다. 여학생들이 다니던 학교가 아내인 메이가 선생으로 있는 학교인 것을 알게 된 이국강은 학교로 달려가고 자신이 죽였던 살인범이 귀신이 되어 학생들의 몸을 옮겨 다니며 자살 사건을 일으킨 것을 알게 되는데..
