어느 날 한 남자가 콜롬보 경찰 본부에 전화를 걸어 자신이 도심 다섯 곳에 폭탄을 설치했으니 감옥에 수감된 악질 테러범 4명을 석방하지 않으면 폭탄을 터트려 대량 살육을 벌이겠다고 협박 한다. 콜롬보 경찰청 차장 ‘모리스 다 실바’는 협박범의 요구에 따라 신속히 죄수들을 공항으로 이송시킨다. 하지만 이송 중인 테러범 4명 모두 서로 일면식이 없는 사이 이고, 무슨 일이 펼쳐지고 있는지 전혀 알지 못한다. 이 테러범의 정체는 무엇이며 왜 하필 이 4명의 테러범을 지목했을까?
