Failed writer Ray Wyatt is ready to take his own life when a notorious serial murderer steals his latest movie script and begins publicizing it. Revived by the sudden deluge of celebrity, Ray starts tracking the killer to recover the manuscript.

Estevez plays a super-quick gunman on the run from a rancher (Long) and his men out to kill him for killing his son. The gunman gets mixed up with a former Confederate soldier (William Forsythe) who has knowledge of hidden gold. The only trouble is he is also pursued by Union soldiers. When they free a man (Ed Lauter) with part of the map to the gold, they then are also pursued by Spanish soldiers. It all leads to a small Mexican town terrorized by soldiers and led a by a good priest (Joaquim De Almeida) who also has knowledge of the gold.

정년을 며칠 앞두고 연금으로 여생을 낚시나 하며 쉴 생각을 하고 있던 수도 경찰의 루거 형사(Sergeant Wes Luger: 사무엘 L. 잭슨 분)는 어렸을 때부터 같이 자랐을 뿐 아니라 경찰에 투신한 후에도 5년이나 파트너로 일하다 몇 해 전 은퇴한 여경찰 요크가 살해되는 사건으로 정신을 번쩍 차리고 일어선다. 입에 자신의 총구를 물고 죽어있는 요크 옆에는 걸스카웃이 기금 모금을 위해 파는 쿠키가 두상자 떨어져 있었다. 단서라고는 그것 뿐이었다. 골치 아픈 게 싫어서 자살로 단정한 경찰 당국이 꺼리는 것을 알면서도 루거 형사는 반강제로 사건을 맏는다. 쿠키 성분을 분석한 경찰은 다량의 마약을 검출해 내고 결과를 통보 받은 마약과에서는 콜트 형사(Jack Colt: 에밀리오 에스테베즈 분)를 파견해서 루거 형사와 한 팀으로 일하게 된다. 두 형사는 동분서주 하며 사건을 해결, 범인들을 일망타진하는데...

야심만만한 여기자 게일(Gale Gayley: 지나 데이비스 분)은 방송 기자상을 수상하기 위해 뉴욕의 시상식에 참석하러 갔다가 돌아오는 길에 비행기 추락 사고를 당한다. 이곳을 지나가던 버니(Bernie Laplante: 더스틴 호프만 분), 그는 이혼한 후 작은 공장에 다니며 소매치기, 장물거래 등을 부업삼아 살아가는데 그의 신조는 '남의 눈에 띄지않게 조용히 사는 것'. 그가 비행기 승객을 구해 준 것도 자의가 아니고 그저 우연한 '실수'일 뿐이었다. 그 다음날 버니는 길에서 우연히 고물차를 태워준 존(John Bubber: 엔디 가르시아 분)에게 자신의 무용담을 들려준 뒤 구두 한 짝을 그에게 주고 간다. 한편 게일은 폭발하는 비행기에서 자신을 구해준 신비의 영웅을 찾기 위해 백만달러의 포상금을 내건다. 밤이었고, 사고로 혼란했기 때문에 얼굴을 못본 것이다. 주인공이 남긴 유일한 증거는 구두 한짝. 수많은 사람들이 구두를 들고 방송국으로 몰려들었고, 결국 진짜 구두를 갖고 있는 버니는 졸지에 영웅이 된다. 그는 마치 성직자 같은 솜씨로 사람들을 매료시켰고, 게일의 사랑까지 받는다. 하지만 버니가 나타날까봐 점차 초조해 지기 시작한다. 그런 와중에 버니는 게일을 구해줄 때 훔쳤던 그녀의 신용카드를 팔다가 경찰에 체포되고 직장에서 해고 당한다. 그리고 감옥까지 가게 되는데, 그는 마지막으로 아들 조이(Joey: 제임스 마디오 분)에게 전화를 하게 되지만 그저 건달로만 생각하는 전처 때문에 할 말도 다 못한다.

A honeymooning couple become entangled in a plot to recover plates for counterfeiting US dollars. SHE thinks she's just retired from a government 'dirty jobs' department, but her superiors have other ideas. HE thinks she's a retired travel agent. Set in Spain, there's a constant flow of visual jokes, mainly at the expense of a group of incompetent thieves who are in hot pursuit of the plates. Many of the jokes are predictable, but there's enough to keep almost everyone amused.

경찰대학교장 자리를 노리고 있는 해리스 과장은 밤중에 허스트 국장의 사무실 서류를 뒤져 라사드 교장이 이미 작년에 정년이 지난 사실을 발견해 국장에게 보고한다. 허스트 국장은 공식 석상에서 라사드 교장이 마이애미에서 열리는 경찰간부대회에서 올해의 경찰관으로 뽑히게 되었으며 그 대회를 끝으로 정년 퇴임하게 되었다고 선언해 라사드 교장은 물론 제자들을 크게 실망시킨다. 라사드 교장은 자신에게 용기를 북돋아주는 폴리스 아카데미 제자들과 함께 마이아미로 향한다. 한편 해리스 과장도 교장을 축하하는 척하여 남들에게 잘 보이려고 동행한다. 그런데 박물관에서 다이아몬드를 훔친 3인조 도둑과 공항에서 스쳐지나가게 된다. 이때 교장이 자신이 아끼는 금붕어 어항을 넣은 가방과 그들이 훔친 다이아몬드를 넣은 비디오 카메라가 든 가방이 바뀌게 된다. 이 사실을 모르는 교장은 마이아미에 도착하여 뜻밖에 가방에 들어있는 카메라를 들고 여러가지 기념 촬영하러 다니기 여념이 없다. 마이아미 해변들을 배경으로 경찰간부대회에서는 여러가지 경찰 시범 행사들이 열린다. 다이아몬드 도둑들은 교장을 잡으려고 하지만 번번히 실패하다 드디어 그를 인질로 잡고 탈출하려한다. 이들을 쫓는 경찰 학교 졸업생들의 추격전이 펼쳐진다.

경찰 대학장 라사드는 지역사회 경찰과 주민들과의 거리감을 없애고 민간과 경찰의 협조체제를 구축하기위해 시민 순찰대(C.O.P.)를 창설한다. 그러나 해리스 반장은 경찰의 고유 권한을 침범하는 행위라면서 방해하려고 애를 쓴다. 마호니는 지역 주민들의 신청을 받아 시민 순찰대를 조직 훈련에 들어간다. 그러나 해리스와 프락터의 방해 공작도 만만치 않다. 학장의 외유로 경찰 대학을 책임지게 된 해리스는 시민 순찰 대원들을 실망시킨다. 그러나 그때마다 마호니의 동료들은 해리스와 프락터를 교묘히 골탕먹인다. 학장은 자신이 창안한 시민 순찰대를 외국 대표에게 보이기 위해 세미나를 끝내고 외국 대표들과 함께 귀국한다. 이때 프락터의 잘못으로 죄수들이 탈옥하는 사건이 발생, 위기가 닥친다. 시민 순찰대의 펠드민 부인은 이 탈옥 사건을 맨 먼저 목격하고 곧 서에 보고해 이때부터 순찰대원들은 맹활약을 하게 된다. 해리스 반장도 질세라 범인들을 추적하지만 도리어 가구를 타고 가다 강에 빠져 마호니와 시민 순찰대원들에게 구출된다. 마침내 범인들을 잡은 마호니와 시민 순찰대는 라사드 학장과 외국 대표들에게 아낌없는 찬사를 받는다.

이번 얘기는 한 주에 두 개의 폴리스 아카데미가 있을 필요가 없다는 주지사의 발언을 기회로 라사르 교장이 이끄는 학교가 존폐의 위기에 처하면서 벌어진다. 이에 궁지에 빠진 모교를 구하기 위해 졸업생들이 대거 돌아온다. 말재간꾼 마호니를 비롯해 괴력의 하이타워, 소리 흉내내기의 천재 라벨, 권총광 덕클베리, 모기 소리에서 사자 목소리로 바뀌는 여순경 훅크 등등. 낯익은 얼굴들이 모두 라사르 교장 렛 돌아와 라이벌 교인 모저 교장이 이끄는 폴리스 아카데미와 먹느냐 먹히느냐의 대결을 벌인다. 모저 교장은 라사르의 교관인 블랭크스와 코프랜드를 자기편으로 끌어들여 작전 계획을 사전에 탐지 와해 공작을 벌인다.

나약한 흑인 여자 경찰관 훅스와 남자 경찰관 태클러, 씩씩하고 모든 무기를 다룰 줄 아는 유진 테클베리, 힘과 거구를 지닌 하이타워, 모든 소리를 흉내낼 수 있는 흑인 경찰관 존스, 그리고 재치와 말재간이 뛰어난 대장 케리 마호니 등이 바로 6인의 신참 경찰관들. 이들은 각각 경찰서의 고참 경찰관과 조를 이루어 근무를 익히게 된다. 하지만 뉴욕 할렘의 13번가는 살인, 폭력, 협박으로 날아가는 범죄의 천국으로 주민들의 불만은 하늘이 찌를 듯하다. 이 13번가의 관할인 제16 분서는 속무무책이고 매일 시민들로부터 비난을 받는다. 더구나 시내 관할 경찰서 가운데 가장 형편없자 서장인 피트 라사드는 국장으로부터 30일이내에 결과가 없으면 해임한다고 엄포를 받는다. 그래서 작은 물고기 기르는 것이 취미인 형 에릭 라사드가 교장으로 있는 경찰 학교로 연락하여 이번에 있던 가장 훌륭한 6명의 졸업생을 차출한다. 한편 라사드의 부하 직원인 마우저 경감는 국장에게 아부한 결과 서장이 30일 동안 일을 마치지 못하면 서장 자리를 자신이 차지할 것이라는 비밀 약속을 얻어낸다. 따라서 서장과 마호니가 이끄는 이들에 대해 방해 공작을 펴면서 괴롭히기 시작한다.
