캐나다 온타리오의 작은 마을 포트 던다스의 헤이즐 미칼레프 형사(수잔 서랜든)는 두 사람이 끔찍하게 살해되는 사건을 접한다. 이에 신참 벤(토퍼 그레이스)과 함께 수사를 진행하게 된 헤이즐은 다른 지역에서 비슷한 시기에 살해된 피해자들의 사진을 보고는 그들의 입모양이 조작되었으며, 모두 라틴어를 하고 있음을 알게 된다. 헤이즐은 언어학 교수였던 프라이스 신부(도널드 서덜랜드)를 통해 그 라틴어 ‘리베라 에오스’의 의미와 ‘부활의 기도’에 대해 듣게 된다. 초기 기독교 신비주의에서 비롯된 부활의 기도란 12명의 자발적 희생을 통해 하나의 영혼을 부활시키고, 12명의 희생자들은 영원한 구원을 받게 된다는 것이다. 그 후, ‘사이먼’이라는 용의자의 실체에 접근한 헤이즐은 그의 주변에서 입수한 사진에서 젊은 시절 프라이스 신부의 모습을 발견하고는 서둘러 찾아가지만 신부님은 이미 숨을 거둔 상태인데...
