미래의 지구에서 표면의 98%가 바다 속으로 잠겨 소수의 사람들만 살아 남는다. 살아남은 사람들은 바다 위에 마을을 만들어 살아간다. 상어 떼를 지배하는 포악한 지도자 이안 팬은 담수 기계를 통해 물을 공급하면서 사람들에게 조공을 바치게 한다. 코로토아 족장은 자원 고갈로 공물을 바치기가 어렵게 되자 이안 팬의 부하 스크림에게 사정하지만 무자비한 스크림은 여자 부족들을 인질로 데려간다. 이안 팬은 인질 중에 상어를 부르는 신비한 능력을 가진 여자 윌로우를 발견하고는 그녀의 능력을 빼앗으려 한다. 한편 코로토아 족의 티모르는 사랑하는 윌로우와 부족원들을 구하기 위해 능력 있는 사람들을 찾아 나서는데...
