가까운 미래, 프랭크는 특별 약물로 지칭된 "레크리에이션" 이라는 약물이 합법적으로 인정된 가사의 도시에서 경찰관으로 일하고 있다. 어느 날, 원인을 알 수 없는 살인이 벌어지고 살인현장을 조사하던 프랭크는 합법적 약물이 이 사건에 밀접한 관련이 있음을 알게 된다. 본격적으로 "레크리에이션"을 생산하는 거대 조직이자 회사를 찾아가 조사를 벌이게 되고 프랭크는 상상할 수 없는 그들의 정체를 알게 된다. 그리고 알 수 없는 정체에 의해 쫓기기 시작하는데...
