1937년 쿠데타를 잃으킨 정부와 자유를 수호하려는 민병대 간에 내전이 한창이었다. 열강들은 스페인 내전의 이권에 개입하기 시작했다. 독일과 이탈리아는 쿠데타 정부를, 소련은 민병대 측을 지원하기 시작하면서 전쟁은 걷잡을 수 없이 번지기 시작한다. 그리고 전쟁은 갈수록 막바지에 이르렀고, 양측은 스페인 북부의 작은 도시 게르니카를 두고 마지막 일전을 준비하게 된다. 한때 잘 나갔던 뉴욕 헤럴드 트리뷴지의 헨리(제임스 다시) 역시 스페인의 기사거리를 노리고 빌바오 지방으로 들어오게 된다. 하지만 헨리의 명성은 이제, 허명이 되어 버렸고 가짜 기사로 근근이 연명하는 신세였다. 그러던 중 헨리는 빌바오의 민병대 측 언론실에서 테레사(마리아 발베르드)라는 여인을 만나게 된다. 대학에서 헨리의 기사들을 공부했다는 그녀는 변해버린 그의 논점에 비판을 가했고, 헨리는 그녀와의 만남을 통해서 점점 전쟁의 진실에 관해 바라보게 되는데...
