샌프란시스코의 도심. 샌프란시스코 경찰국의 강력계 형사가 무참하게 살해당한다. 그로부터 얼마 후 보석상을 턴 살인 강도가 인질을 미끼로 협상을 요구하는 사건이 터지고 일촉즉발의 불길한 기운이 감도는 가운데 강력계 형사이자 인질 협상가인 스캇 로퍼(Scott Roper: 에디 머피 분)가 협상을 위해 범인에게 접근한다. 범인은 치밀한 작전과 두뇌 플레이로 저격망을 뚫고 도주에 성공하지만, 스캇은 범인을 자신의 동료 형사를 살해한 용의자임을 확신하고 결국 체포한다. 감옥에 갇힌 범인은 자신의 사촌 동생에게 청부하여 스캇의 애인인 로니(Ronnie Tate: 카르멘 에조고 분)를 살해하려고 했으나 범인의 사촌 동생은 스캇에 의해 저지당한다. 이에 격분한 범인은 탈옥을 강행하고 로니를 납치한 후 증발해버린다. 범인의 보복은 시작된 것이다. 이로 인해 스캇의 분노는 극에 달했으나 경찰국은 스캇을 로니의 유괴범 체포작전에서 제외시킨다. 결국 스캇은 단독행동에 들어간다. 이제부터 스캇은 자신의 생명은 물론 사랑하는 로니의 목숨까지 범인에게 저당잡혀야 하는 상황에 처한다. 거대한 쇳덩이를 마치 종이를 자르듯 썰어내는 기계에 묶인 로니는 촌각을 다투는 위기에 빠지며, 범인은 스캇에게 거액의 보석을 교환하는 조건을 제시하고 스캇을 유인한다. 스캇의 파트너이자 1급 저격수 출신이며 원거리에서 입술의 움직임만 보고도 대화의 내용을 읽어낼 수 있는 맥콜(Kevin McCall: 마이클 래파포트 분)이 유일한 지원자로 나서고 두 사람은 일생일대의 위험천만한 도박에 몸을 던지게 되는데...

Some of the workers find romance as the day moves along, but most are just happy to get through another shift.
