어느마을에 광인 영진이 그의 부친,여동생 영희와 함께 살고 있다. 어느날 영진의 친구 현구가 찾아와서 영진이가 폐인이 된 것을 가슴 아파하면서 어느덧 영희와 사랑하는 사이가 된다. 한편 그 마을 악 덕지주의 청지기인 오기호는 영희에게 연정을 품고 있던중 마을 잔칫날 마을 사람들이 모두 동리마당에 모여있는 사이를 틈타서 영희를 겁탈하려 한다. 때마침 현구가 나타나 오기호와 싸우던 끝에 영진이 휘두르는 낫에 오기호가 쓰러지고, 피를 본 충격에 영진은 제정신을 되찾으나 이미 살인범이 된 영진은 쇠고랑을 차고 일본순사에게 끌려 아리랑 고개를 넘어간다.
