롤로타 부인(엠마 그라마티카 분)은 야채 밭에 물을 주다가 갓 태어난 아이를 발견한다. 부인은 이 아이를 정성껏 기르지만, 노환으로 아이가 6살이 될 무렵 돌아가시고, 이 아이, 토토는 고아원으로 보내진다. 성인이 된 토토(프란체스카 골리사노 분)는 고아원에서 나와 일거리를 찾기 위해 밀라노의 번화가로 간다. 모두를 향해 반갑게 인사하는 토토에게 호감을 갖는 이도, 친절을 베푸는 사람도 없다. 밤이 되도록 방황하던 토토는 어느 노인이 도둑질 하는 장면을 목격하고, 그를 잡으려고 쫓아간다. 눈물을 흘리며 애원하는 노인을 보고 마음이 측은해진 토토는 노인에게 가방을 가져가라고 한다. 노인은 잠자리를 구하지 못한 토토를 자신의 판잣집으로 초대한다. 그곳에서 밤을 보내고 아침이 되어 둘러본 판잣촌은 바람만 불어도 날아갈 정도로 형편없었고, 토토는 이들을 위해 새로운 집을 지어 주기로 한다. 거기에서 에비지(Edvige)라는 여인을 보고 한 눈에 사랑에 빠진다. 집들이 거의 완성이 됐을 무렵, 광장 한 가운데서 석유가 뿜어져 나오고, 땅 주인인 모비(Mobbi)는 공권력을 동원하여 토토와 판잣촌 사람들을 쫓아내려고 한다. 그 순간 하늘에서 롤로타 부인의 영혼이 나타나 토토에게 소원을 들어주는 신비한 비둘기를 선물한다. 토토는 이 비둘기로 사람들의 온갖 소원들을 들어주는데, 어느 순간 비둘기가 사라진다. 그 사이 땅 주인은 판잣촌을 장악하고, 토토와 사람들을 감옥에 집어넣는다. 갇혀있는 사람들을 보고 마음 아파하는 토토에게 롤로타 부인은 비둘기를 다시 보내주고, 토토는 사람들을 자유롭게 해 달라고 소원을 빈다.

The title of this Italian melodrama translates to Pact with the Devil. However, His Satanic Majesty does not appear in the film. Rather, this expensively produced period piece is more along the lines of Romeo and Juliet, with young love threatened by warring families. In his first Italian film, Hollywood veteran Eduardo Cianelli goes through his usual villainous paces as the scheming father of the male lead (Jacques Francois). The most fascinating performance is rendered by Umberto Spadaro, as the village idiot, or is he? Patto col Diavolo makes the most of the visual dynamics of Italy's mountainous Calabrian region.

This propaganda film was partly inspired by the story of the first Italian heavyweight champion Primo Carnera who, after winning the title with Al Capone’s help in 1933, was beaten the following year by the Jewish Max Bear and then again by the ‘Brown Bomber’ Detroit Joe Lewis in June 1935, on the eve of the Italian invasion of Ethiopia. This match provoked numerous racial skirmishes on the streets of Harlem between the Black community and pro-Fascist Italian-Americans. The film overturns historical facts and here, obviously, it is the white boxer who wins in order to demonstrate the superiority of the “Aryan Italians” over the “sinister Jewish entrepreneurs” and the “savage Afro-American fans in Yankee Stadium”. In the film, these were played by South African prisoners-of-war interred in a work camp, which the German and Italian propaganda ministries had set up near Cinecittà “for cinematic purposes”.

Italian filmmaker Carmine Gallone was still in his "operetta" mode when he helmed 1938's Il Sogno di Butterfly (Dream of the Butterfly) Maria Cebotari plays opera diva Rosa Belloni, currently starring in a production of Puccini's Madama Butterfly. The plot thickens when Rosa's backstage life begins to mirror the travails of the character she is portraying. The climax comes when Harry Peters (Fosco Giachetti), the American father of Rosa's illegitimate child, returns after four years with his new wife in tow, leading inexorably to a doleful ending both on- and offstage. Critics complained about the substandard photography in Il Sogno di Butterfly, but this might have been due to poor laboratory work.

Based on fact, Passaporto Rosso (Red Passport) details the plight of a group of poor Italian immigrants who are hired as railroad workers in turn-of-the-century South America. In addition to facing poverty, deprivation, and prejudice, the immigrants are also bedeviled by a raging fever epidemic. Finally achieving a measure of prosperity, the Italians are forced to confront tragedy once more when their grown children march off to WWI. Though Isa Miranda is top-billed, she has very little to do in comparison with male lead Filippo Scelso. Passaporto Rosso was released in the U.S. as Destiny Unknown.
