Following the lives of three college rugby players drafted to serve in the military during WWII. Though they believe their service will help to benefit their loved ones back home, they are unprepared for the hardships of war. Through their shared trials and sacrifices, they grow closer as friends, and hope to return together to better days. 2002년, 세월이 흐르며 특차 2과의 말썽꾼들도 이리저리 흩어져 나가고, 고토와 시노부 등만 남아서 2과를 지키고 있었다. 바빌론 프로젝트도 거의 마무리를 향해 달려가는 시점에서 레이버 범죄도 많이 감소해 그럭저럭 평온하고 무난한 일상이 이어지던 중, 정체불명의 전투기가 미사일로 요코하마 베이 브릿지를 파괴하는 사건이 터진다. 사건 당시 촬영되었다는 영상에서 문제의 전투기가 자위대가 운용하는 F-16J임이 방송에서 공개되지만 자위대는 이 사실을 부정한다. 이어 벌어진 가짜 도쿄 공습 사고로 경찰청이 자위대를 압박하면서 두 조직이 점점 첨예하게 대립하게 되고, 정부가 자위대의 손을 들어주어 자위대가 치안 유지를 위해 기계화 부대를 이끌고 도쿄에 들어오는 등 정국은 엉망이 된다. 사건을 한 걸음씩 조사해나가던 고토와 시노부는 '츠게 유키히토'란 남자가 그 배후에 있음을 알게 되는데...

오네아미스 왕국에 평범한 계층으로 태어난 청년 시로츠구. 하늘을 날고 싶었던 시로츠구는 해군 파일럿에 지원하지만 성적 미달로 불합격하게 된다. 제트기 조종사에 대한 꿈을 접은 시로츠구는 대신 우주 비행사가 되기 위해 왕립우주군에 입대한다. 그러나 정작 희망을 갖고 들어간 왕립우주군은 유명무실한 집단으로 인공위성도 날려보지 못한 채 사람들에게 무시만 당한다. 동료 우주 비행사들 역시 무기력함에 빠져 술과 노름으로 시간을 보내고, 시로츠구도 우주 비행사에 대한 꿈을 잊게 된다. 아무런 목적 없이 허무하게 일상의 나날을 보내던 그는 어느 날 우연히 리이크니와의 만남을 계기로 세계 최초의 유인 우주선의 비행사가 되겠다는 희망을 되찾게 된다. 시로츠구의 열의는 무기력했던 우주군 동료들을 움직이고, 제자리를 맴돌던 유인 우주선 발사 계획은 본격적으로 진행된다. 하지만 국가 간의 음모에 의해 우주를 향한 시로츠구와 동료들의 도전은 위기를 맞게 된다.
