테러의 위협으로 가득 찬 이스탄불, 20년 넘게 복역한 ‘카디르’는 정보원 임무를 맡는 조건으로 가석방된다. 출소 후 동생 ‘아흐메트’를 만나지만 둘 사이는 서먹하고, 자신을 피하는 동생과 가까워지기 위해 매일 찾아가지만 연락이 닿지 않는다. ‘아흐메트’와 동네 주민들까지 의심하게 된 ‘카디르’는 실종된 둘째 ‘벨리’가 테러에 가담했을지도 모른다는 소식을 듣게 되고, 그의 강박증은 점점 심해지는데…
