In the inevitable succession squabble and the power struggle that ensues, the thin line that separates good and bad becomes irrecoverably blurred and out of this seemingly endless mayhem, emerge forces that are hitherto unheard of.

사리사욕에 눈이 먼 정치가들이 건축회사들의 비리를 모른 척 하는 사이, 부실공사로 지어진 댐이 무리하게 출범된다. 그때 어린 시절부터 이 도시에서 살아온 ‘비나이’는 불길한 재앙을 예견하고 모두에게 경고하지만 아무도 그에게 귀를 기울이지 않는다. 그리고 바로 댐의 준공식 바로 전날, 갑자기 엄청난 폭우가 쏟아진다. 넘쳐나는 수량을 감당하지 못한 댐은 무게를 이기지 못하고 점점 균열이 생기기 시작하고, 이제 평화롭던 도시는 시시각각 위험에 처한다.
