신시아(데미 무어 분)와 죠이스(글렌 헤들리 분)는 소꿉친구로 각자 결혼한 지금도 공동으로 미용실을 경영하는 절핀한 친구 사이다. 게다가 남편운이 나쁘다는 공통의 고민도 있다. 신시아의 남편 아서(존 판고 분)는 일 생각밖에 없는 무뚝뚝한 남자인데 죠이스의 고민은 한층 심각해 폭력행위를 일삼는 남편 제임스를 향한 원한이 살의로까지 발전해 있었다. 어느 카니발 저녁, 신시아는 죠이스에게서 제임스(브루스 윌리스 분)가 죽이려 해 내가 그를 죽여버렸다는 고백을 받아 신시아는 부득이 시체를 연못에 버리고 죠이스의 살인 위장을 돕게 된다. 그러나 시체가 발견되자 의심은 즉각 죠이스에게 집중한다. 신시아는 죠이스의 용의를 딴데로 돌리려 갖은 공작을 펴지만 죠이스는 체포당한다. 간신히 증거 불충분으로 석방은 되지만 의심이 의심으로 바뀐 죠이스는 아서가 밀고한 것으로 믿어버린다. 이 때문에 신시아와 죠이스 신시아와 아서 사이도 급격히 악화된다. 신시아는 아이를 데리고 친정으로 가버린다. 그러나 그녀의 부재 중에 아서가 살해당한다. 증언은 끝났다. 그러나 우즈에게는 여전히 의심쩍은 점이 남아있었다. 왜 그녀는 죠이스의 범죄에 가담했을까? 남편이 살해된 것을 수수방관한 까닭은 무엇일까? 결국 명확한 답이 나오지 않은 채 신시아는 심문에서 해방되었다. 경찰서를 나서는 그녀의 얼굴을 한줄기 눈물이 전한다. 그때 그녀의 뇌리에 지금 고백과는 다른 또하나의 스토리가 떠오르고 있다.

니노 브라운(Nino Brown: 웨슬리 스나입스 분)은 표면적으로는 젊고, 핸섬하며, 부자인 성공한 흑인 실업가이며 사회에서도 출세의 표본으로 알려져 있으나 실은 '캐쉬머니 브라더즈'라는 거리의 갱단 두목으로 폭력으로 뒷골목을 장악하고 마약으로 검은 왕국을 세운 암흑가의 제왕이다. 경찰에서는 그를 잡기위해 비밀경찰 두 명을 전담반으로 세우는데 흑인인 스코티(Scotty Appleton: 아이스 티 분)와 백인 닉(Nick Peretti: 쥬드 넬슨 분)이 그들로서, 두 사람 모두 마약에 대한 혐오감을 갖고 있었다. 한편, 스코티는 중독자인 푸키(Pookie: 크리스 록 분)를 니노의 조직에 침투시키는데.

노조 파업이 한창인 50년대 뉴욕의 브루클린, 창녀 트랄라는 거리에서 한국전 참전 병사들을 유혹하고, 착한 심성의 소년 스푹은 모두가 손가락질하는 트랄라를 사랑한다. 파업을 주도하는 노조원 해리는 아내와 아이까지 있지만 게이 레지나의 환심을 사기 위해 공금을 횡령하고, 게이 조젯트는 온갖 괴롭힘을 당한 끝에 교통사고로 죽음을 당한다. 이 영화는 희망이 보이지 않는 하층민들의 삶을 통해 전쟁과 파업으로 혼란한 1950년대의 미국 사회를 그린다. 트랄라 역의 제니퍼 제이슨 리는 이 영화로 뉴욕비평가협회와 보스턴영화 평론협회에서 최우수 여우조연상을 수상했다.

어려서 부모를 잃은 T(T: 제이슨 제드릭 분)는 뉴욕에서 생활하고 있다. 밤에 잘 곳이 없어서 폐허가 된 낡은 아파트 건물 옥상의 물탱크속에 보금자리를 마련하고 내일에의 꿈에 매달려 살아가고 있는 청년이다. 뉴욕에는 루프탑스라고 불리는 이런 옥상족이 상당히 있다. 폐옥의 옥상이지만 지하철이나 다리밑보다는 훨씬 아늑하고 사적인 공간을 확보할 수 있기 때문이다. T의 이웃에는 한때 창녀였지만 몸을 씻고 길거리에서 야바위를 하며 살아가는 엠바(Amber: 티샤 캠벨 분), 결손 가정을 뛰쳐나와 뉴욕의 삭막한 벽을 벽화로 채우겠다는 화가 지망의 스퀘이크(Squeak: 알렉시스 크루즈 분), 추악한 세상일에는 절대로 관여하지 않겠다는 카딤 등과 가깝게 지내며 살고 있다. 밤마다 그런 옥상족들 사이에서 열리는 쿵후춤 파티에서 T는 낯선 여자를 만나는 순간 사랑을 느낀다. 엠바와 어렸을때 친구인 엘레나(Elana: 트로이 베이어 분)도 T를 보는 순간 사랑에 빠진다. 그러나 다음날 아침 T는 엘레나가 폐옥 아파트를 근거지로 마약장사를 하는 깡패 로버(Lobo: 에디 베레즈 분)와 한패라는 사실을 알고 실망한다. 식당에서 일한다던 엘레나는 마약장사를 하는 로버의 망을 봐주고 있었다. T가 그녀를 다구치자 엘레나는 심장마비로 쓰러진 아버지의 간호와 동생들의 생활비를 벌기 위해서는 시간당 4달러를 버는 식당 여급으로는 불가능하다고 울먹인다. 한편 마약장사에 방해가 되는 옥상족들을 내쫓으려고 벼르고 있던 로비는 엘레나와 T와의 관계를 알자 그것을 계기로 옥상족들을 내쫓는 공작을 시작한다. T가 살던 물탱크를 부수고 친 동기처럼 아끼는 화초를 다 뽑아버리고 스퀘이크가 그런 벽화를 다 더럽혔을 뿐아니라 저항하는 스퀘이크를 옥상에서 던져서 죽인다. 이에 T는 혼자 로버의 아지트로 쳐들어 가자 그의 이웃들이 그와 합세하여 옥상의 평화를 쟁취하는데 성공한다.
