국무장관 임명에 대한 상원청문회와 임명을 표결로 밀어붙일 때까지의 며칠동안의 과정을 영화로 만들었는데, 이걸 스릴러처럼 흥미진진하게 연출해낸다. 물론 위원장의 사망과 대통령의 서거라는 극적인 장치가 배치되어 있긴 해도 전체적인 밸런스가 훌륭하다. 극의 무게중심이 여당대표에게서 반대파인 시브 의원과 레핑웰로 넘어갔다가 협박받는 위원장으로 옮겨가는 과정도 자연스럽고. 느끼하면서 온갖 협잡은 다 가지고 있는 듯한 정치인을 찰스 로튼이 멋지게 연기해낸다. 초반에 이 악역같던 인물이 후반부로 가면서 그렇게까지 악의는 없는 보수 정치인의 당연한 몸짓이었다는 점도 캐릭터를 풍성하게 만드는 요소.
