60년대의 봄베이, 거리의 파이터 발라즈는 재즈 싱어 로지를 보고 사랑에 빠지고, 그녀가 부자들과 어울리는 모습에 부자가 되면 로지를 차지할 수 있으리라 생각한다. 그는 거물 캄바타의 밑으로 들어가 힘있는 사람들을 협박하며 봄베이 벨벳이라는 클럽도 꾸리게 된다. 점점 입지를 넓혀가는 발라즈, 다시 로지와 마주하게 되는데… 그는 로지의 진정한 사랑을 얻어낼 수 있을까?
