아름다웠던 ‘바타비아’ 시는 더 이상 안전한 도시가 아니다. 강도, 폭력이 난무하는 등 사회가 혼란해지고 어둠의 세력이 범위를 넓혀나간다. 그 와중에 샤도우라는 악당이 나타나서 “우리는 이 도시를 어둡고 무섭게 만들거야. 따르는 자들은 평화롭게 살 것이고 보살펴 주겠다. 그러나 저항하는 자들은 고통스럽게 죽게 될 것이다” 하며 범죄를 부추긴다.
