홍콩 국적의 영국군 군인이던 관차오는, 홍콩이 중국에 반환되면서 강제 전역을 하게 된다. 관차오는 전역 후 홍콩의 폭력조직에 가입해 생계를 잇지만, 경기불황으로 수입이 없는 데다 거액의 빚까지 있어 빈곤한 생활을 한다. 어느 날, 남아시아 출신의 만니가 조폭들을 피해 달아나다 우연히 관차오의 집에 숨어들고, 관차오는 돈을 받는 대가로 만니를 집에 숨겨준다. 만니는 관차오가 빚에 허덕이는 모습을 보고 자신이 가지고 있던 마약을 주며 빚을 갚으라고 하는데...
