Cities (Territories & Occupation) thematize "the city" divided into districts, neighborhoods, zones and domains, marked by inner-city borderlines. The film investigates how cities emerge and change through migration, decay, destruction, demolition, relocation, displacement.

During a stormy night of grave political crisis, an expert interpreter suffers a nervous breakdown. Young diplomat Konrad Gelb is recruited to step in and interpret between the two conflicting superpower leaders, who seem to hold the fate of humanity in their hands - an absurd responsibility, which by extension rests on the shoulders of the young interpreter. He must balance the oversized egos in the room and maneuver the world's destiny to either peaceful resolution or total annihilation.

Susanne, a meteorologist Hamburg, has detected signs of an incipient sea storm that could devastate the city. Although given the alarm, local authorities do not listen to their warnings. To ensure the magnitude of the tsunami, Susanne decided to move to an oil platform located offshore, which verifies that their dire predictions are to become reality, as the storm will soon reach the coast, threatening the lives of thousands of people.

The film is based on a scene in Beethoven’s opera Fidelio. The inmates of the Seville prison are kept in dark cells without daylight. Now, for the first time after years, they are allowed to see the sun. Light as a metaphor for freedom.

헨리(Henry Harriston: 윌리암 허트 분)는 전형적인 뉴요커이며 성공한 정신과 의사다. 일상의 따분함과 성공의 무료함에 휩싸인 헨리는 충동적으로 파리판 트리뷴지에 광고를 싣는다. ‘6주간 뉴욕의 아파트 교환, 화분과 개, 기타 등 등을 돌봐야 함’. 천성적인 상냥함으로 뭇 남성들의 흠모를 받는 발레리나 베아트리체(Beatrice Saulnier: 줄리엣 비노슈 분)는 파리의 허름한 서민용 아파트에서 이 광고를 발견한다. 곧이어 두 사람은 대서양을 건너 각자의 집을 바꾸게 되고, 이들 앞에는 새로운 삶이 펼쳐진다. 파리의 달동네 같은 누추한 서민용 아파트에 짐을 푼 헨리. 뉴욕의 호화 아파트에 짐을 푼 베아트리체. 단순히 각자의 거처를 떠나 머리를 식히려던 이들에겐 당연히 생활의 혼란이 함께 한다. 헨리가 파리에서 베아트리체의 사랑을 갈구하는 남자들에게 시달리는 동안, 베아트리체는 헨리를 찾아오는 고객들의 하소연을 들어주다 차츰 심도깊은 상담을 하게 된다. 대부분이 남자들인 헨리의 고객들은 자신들의 이야기를 끝까지 들어주는 베아트리체의 솔직함과 매력에 이끌려 헨리의 상담 때와는 달리 그녀와의 시간을 기다리고, 환자는 자꾸 늘어만 간다. 베아트리체의 어수선한 아파트에서 묵는 헨리는 베아트리체 앞으로 도착한 수많은 러브 레터를 하나하나 읽어가며 그녀에 대한 관심을 갖게 된다. 결국 일정보다 2주 먼저 뉴욕에 들어오게 된 헨리는 환자를 가장해 베아트리체의 카우치에 눕게 된다. 그리고 어느 사이엔가 자신의 깊은 속내를 털어놓게 되고, 호기심이 사랑으로 변해가는 것을 느낀다. 베아트리체 역시 일방적으로 구애를 받아오던 처지에서, 이제는 이지적이고 냉담한 듯한 헨리에게 마음이 끌린다.

리타, 릴리안, 로베르타는 베를린 강가의 보트에서 열리는 친구의 결혼식에 초대된다. 리타는 우연히 만난 전 남자친구와 싸우고 세 명은 배에서 내린다. 차도 고장 나고 호텔 방도 구할 수 없게 되자 그들은 베를린의 거리를 돌아다니며 장벽이 무너진 후 드러난 과거의 상처와 새로운 기운이 싹트는 도시 베를린을 직면하게 된다.

제2차 세계대전 중 히틀러는 나찌의 최고 그룹이며 정치-군사-과학 분야의 리더격인 터미네이트를 터키로 보내기로 한다. 그곳에다 제4의 독일을 건설하고자 하는 것. 정보를 입수한 연합군은 라이트 소령에게 새독일 정부방해작전을 지시한다. 소령은 즉시 군수용소에 있는 12명의 사형수와 무기징역수를 선발하여 특별 훈련을 시킨 후 터미네이트를 실은 특급 열차에 침투시킨다. 포기했던 목숨을 되찾으려는 사형수의 극한 불능과 독일 최정예집단의 명예가 맞붙은 오리엔드 특급. 가공할 격전이 유고에서 발칸까지 계속된다.
