캘리포니아의 외딴 사막에서 두명의 보안관 조수가 자신의 이름조차 대기를 거부하는 부랑아를 발견하고 연행한다. 부랑아가 갖고 있던 소지품이라고는 어떤 지방 경찰 기사가 실려있는 낡은 신문 스크랩과 잔돈 그리고 약이 들어 있는 병 뿐이었다. 그가 가지고 있는 약은 사람의 마음을 마음대로 조정할 수 있는 초능력을 갖고있는 스캐너라 불리는 자들이 자신들의 능력을 억제하는 약이었다. 이때 보안관 조수들을 스캐닝 파워로 처치하고 유유히 사라지는 스캐너 중의 하나인 볼킨(Karl Volkin: 패트릭 킬패트릭 분). 그는 잃어버린 스캔의 힘을 우연히 되찾았다. 그리고 자신을 5년전에 감옥에 넣었던 경찰관 샘에게 복수할 계획을 세운다. 한편 스캐닝 파워를 갖고 있던 LA 경찰 샘 스타지악(Samuel Staziak: 다니엘 퀸 분)은 스캐너를 지원하는 연구소인 트랜스 뉴럴 센터를 방문하여 자신을 버리고 떠난 어머니의 소재 파악을 부탁한다. 볼킨은 몰래 트랜스 뉴럴 센터에 침입하여 스캐너들의 주소를 알아내고 차례차례 스캐너들을 찾아다니며 강력한 스캐너 파워로 스캐너를 살해하고 능력을 흡수하며 자신의 복수를 위해 엄청난 파워를 키워나가는데.
