언제 또다시 터질지 모르는 테러로부터 조국을 지키겠다는 망상 하에 매일같이 거리에서 의심스런 사람들의 행동을 감시하고 녹음 기록으로 남겨 놓는 남자 폴. 그런 그에게 하나밖에 없는 혈육 라나가 찾아온다. 선교활동을 하는 부모를 따라 아프리카, 유럽 등지에서 자란 라나는 어머니의 죽음 후 삼촌을 보기 위해 10년 만에 미국을 찾은 것. 이상주의자인 그녀는 홈리스들에게 음식을 나눠주는 '생명의 빵 bread of life' 선교원에서 일을 하며 폴과 가까워지기 위해 노력한다. 하지만 친구도 가족도 없이 광적으로 '국가 안보'에만 몰두하는 그와 잘 지낸다는 것이 쉽지 않다. 그러던 어느 날 두 사람은 우연히 한 중동인 살인 사건을 목격하게 된다. 평소 그를 위험인물로 점찍어 놓았던 폴은 테러 용의자였던 피살자의 배후를 밝혀내려는 목적으로 조사에 착수하고 라나는 삼촌도 돕고 그의 가족을 찾아 시신을 전달해 주기 위해 사건 해결에 뛰어든다. 둘은 피살자의 고향인 트로나까지 찾아가고 그곳에서 폴은 자신이 가졌던 망상의 실체와 마주하게 되는데... 혼란스런 심정으로 그들은 다시 뉴욕까지의 긴 여정에 오른다.
