데릭(Derek: 키아누 리브스 분)은 하버드 대학 진학을 꿈꾸는 산타루시아 고등학교 3년생이다. 그런데 요즈음은 매일같이 캠퍼스내에서 폭력, 강도, 강간, 마약밀매 사건이 발생하자 학교당국에선 골치를 앓고 있다. 말 그대로 무법천지. 전 날 밤에도 괴한이 침입하여 학교기물을 부수고 물건을 훔쳐가는 난동이 발생하자 교내에서는 이 문제를 두고 회의를 여는 등 대책마련에 부심한다. 데릭의 반에서도 교내 규율과 질서를 잡아야 한다는 목소리가 높아지는데. 그즈음 교장 선생님은 우수한 학생들을 모아놓고 중대한 발표를 한다. 정부나 군대, 경찰에 학교 치안 문제를 맡기든가, 아니면 우수한 학생들이 모여 학교생활에 본보기가 되든가 양자택일을 해야 할 때라고. 연설이 끝난 후 데렉과과 그의 친구들은 교장선생님의 생각이 학생 자경단 조직에 있다고 생각하고 학교를 위하여 일종의 자율 결사대를 조직해야겠다고 생각한다. 이름하여 '정의의 친구들'.
