도심의 한복판. 휴버트 내셔널 은행에서 무장을 한 강도가 나타나 현금 3백만 달러를 갈취하는 사건이 일어난다. 당시 현장에 있던 지점장까지 사살된 사건으로 FBI가 사건을 담당하게 된다. 하지만 현장에 남아있던 지문은 신시네티 지방 경찰의 밈스가 가지고 가고, FBI의 몽고메리 국장(크리스토퍼 멜로니)는 그들에게서 이상한 점을 느끼게 된다. 몽고메리는 FBI의 신입 웰스(아드리언 그레니어)를 투입하여 밈스를 감시토록 한다. 신시네티 경찰들로부터 입수한 지문은 사망한 레인져부대원 T.J 잭슨의 것이었고, 여기서 FBI의 수사는 또 한번의 난항을 겪게 된다. 그러는사이 휴버트 내셔널 은행에서 또 한번의 강도 사건이 일어나고, 전의 범죄와 동일한 범죄자들은 비밀 금고에서 서류를 훔쳐 달아난다. 며칠 후 FBI로 날아온 서류는 범죄자들과 T.J 잭슨, 그리고 휴버트 가(家)의 복잡한 관계를 보여주면서 새로운 국면에 접어들게 되는데...
