캘리포니아 검찰청의 포글러(Tom Vogler: 죠지 딕커슨 분)는 벽지 교도소에서 일어나는 연속 살인 사건을 수사하라는 명령을 받는다. 포글러는 마침 범인을 추적해서 LA에서 온 캐나다의 경찰관 버크(Louis Burke: 쟝-끌로드 반담 분)에게 문제의 교도소에 잠입해서 진상을 규명토록 한다. 교도소에 잠입한 버크는 죄수들과 손잡고 연속살인사건을 파헤쳐 악덕 교도관 디그라프 경사(Sergeant DeGraf: 아트 라플러 분)가 외부의 권력층과 손잡고 연속 살인을 하는 것 같다고 여긴다. 포글러의 비서격인 여류 변호사 아만다(Amanda Beckett: 신시아 깁 분)는 자료를 수집하며 협력하다 고군분투하는 버크를 사랑하게 된다. 마침내 버크는 포글러가 연속 살인의 원흉이며, 불치병에 걸린 아내(Helen Vogler: 도로시 델스 분)에게 인간의 간을 먹이려 했음을 알아낸다. 이에 당황한 포글러는 살인귀 샌드맨(Naylor, "The Sandman": 패트릭 킬패트릭 분)을 교도서에 넣어 버크를 없애려 한다. 그러나 오히려 그가 버크에게 살해되어 모든 흑막이 공개된다.
