한 주가 국가와 같이 형성되어 있고 나름대로의 법률과 치안이 존재하는 어느 한 도시에 갈이라는 특정회사가 시민들의 안녕, 치안 등을 관리하고 통제한다. 어느날 악명높은 악당 슬래쉬(Slash Gallagher: 이반 루리 분)는 신참내기지만 능력을 인정받는 다코다 경위(Decoda: 죠 라라 분)에 의해 체포되어 중죄수 전문 수용소로 이감된다. 그곳은 사람의 형체를 육신과 영혼으로 분리시킨 후 홀로그래픽 상태로 놓아두고 정신 개조를 시키는 특수 교도소이다. 그러나 그가 감금된지 5년 후 가석방 유무를 가리기 위한 재심의 평가회 과정에서 슬래쉬는 부하들의 도움으로 이탈, 성공적으로 탈출하게 된다. 예전과 달리 전지전능한 슈퍼 파워를 지니게 된 슬래쉬는 자신을 감옥에 넣은 장본인 다코다 경위를 향한 복수심으로 갈수록 더욱 포악해져 약탈과 살인 등을 일삼 도시 전체를 공포로 몰아 넣는다.
