뉴욕 할렘에서 무장 강도사건이 발생한다. 마피아의 지배를 받는 할렘의 흑인 범죄집단이 일주일에 한번씩 사업수입금을 대부의 회계사들에게 전달하는 비밀 아파트에 경찰 복장을 한 흑인 두 명이 뛰어들어 돈을 계산하던 5명을 사살하고 30만 달러를 챙겨 도망친 것이다. 할렘의 27지서 서장 마텔리는 사건현장에 도착하여 시경찰국에서 파견된 흑인형사 포프 경위를 만나고, 포프는 자기가 이번 사건의 수사책임자라고 소개한다. 한편, 뉴욕 마피아의 대부는 이 사건을 그냥 넘기면 할렘의 지배권을 잃게 될 것이라 생각하고, 자신의 사위 닉에게 가혹한 보복을 지시하는데...
