극동지역 역사학자이자 작가인 로버트(Robert Conway: 로날드 콜먼 분)가 중국혁명을 피해 망명 온 사람들을 돕기 위해 소형 경비행기를 타고 떠나는 것으로 시작된다. 비행기에는 감수성이 예민한 로버트의 어린 동생 조지(George Conway: 존 하워드 분)와 경찰에 쫓기고 있는 사기꾼 헨리(Henry Barnard: 토마스 미첼 분), 결핵을 앓고 있는 매춘부 글로리아(Gloria Stone: 이자벨 제웰 분), 그리고 화석을 연구하는 과학자 알렉산더(Alexander P. Lovett: 에드워드 홀튼 분)가 탑승한다. 그러나 비행기는 당초 예정했던 목적지와는 달리 히말라야 산꼭대기에 추락하고 만다. 희망을 포기하던 이들은 이상하게 생긴 고대 중국인 워너에게 구조된다. 중국인을 따란 산을 넘은 이들은 갑자기 햇빛이 가득하고 꽃이 핀 '블루문'이란 계곡에 도착하게 된다. 이곳은 탐욕과 전쟁, 증오, 범죄가 없는 신비한 곳이었다. 콜먼은 워너에게서 '샹그리라'라고 하는 이 곳은 1713년 페라울트 신부가 발견한 곳이며 현재는 라마 큰 스님이 이 곳 주인이라는 얘기를 듣게 된다. 콜먼은 샹그리라에서 만난 아름다운 여인(Sondra: 제인 와트 분)을 만나 사랑의 감정을 느끼고 그녀와 얘기를 하던 중, 라마 큰스님과 페라울트 신부가 동일 인물이라는 사실을 알고 놀란다. 그렇다면 큰 스님의 나이가 250세가 되는 것이기 때문이었다. 제인은 콜먼에게 라마 큰스님이 돌아가셨을 때 콜먼에게 이곳의 통치를 부탁하기 위해 비행기를 납치해 온 것이라고 말한다. 그러나 콜먼은 부담감을 느끼고 동생 하워드와 동생이 샹그리라에서 만나 사랑에 빠진 동양 여인 마고와 함께 탈출을 하지만...

R. 버넷의 원안을 프랭크 카프라와 주로 작업했던 로버트 리스킨과 조 스월링이 각색하였다. 너무나 닮은 두 사람 중 한 사람은 평범한 회사원, 다른 한 사람은 살인마라는 도플갱어 설정이 매우 흥미롭다. 이 작품으로 아서 역을 맡았던 로빈슨은 오랜 부진에서 벗어날 수 있었다.
