빅토리아 영국 여왕(쥬디 덴치)은 알버트 공과 결혼해 매우 금슬 좋게 살았다. 그러다 알버트 공이 세상을 떠나자 여왕은 깊은 슬픔을 느끼게 된다. 시골에서 은둔 생활을 하며 여왕이 왕실에 나서지 않게 되자 나라는 혼란스러워진다. 여왕의 은둔생활을 청산시키기 위한 방법으로 알버트 공이 아끼던 존 브라운(빌리 코널리)이 여왕의 마부로 고용된다. 브라운은 여왕에게 눈물겨운 충성을 바치고 여왕의 신임을 점점 얻는다. 이에 따라 두 사람의 관계를 곱지 않은 눈으로 보는 사람들이 생겨나 여왕을 '브라운 여사'라고까지 비하하게 되는데...
