필립 킴벌리 경은 영국 첩보(S.I.S. 일명 M.I.6)의 대장이자 영국 내에서도 장래가 촉망되는 인물이다. 하지만 사실 그는 몰래 소련과 내통하고 있는 스파이였다. 이 일이 탄로나자 킴벌리는 소련으로 망명하여 KGB의 보호 감호 속에 십여 년을 지낸다. 그러던 어느 날, KGB는 그를 강제로 성형수술시켜 세르게이 쿠즈민스키라는 새로운 인물을 만들고, 킴벌리는 간경화증으로 사망한 것으로 만든다. 쿠즈민스키라는 주 영소대사관 상무관으로 신분을 위장한 그는 영국에 부임하여 특수 임무를 수행하기로 한다.

KGB는 잠수함이 사라진 이유를 밝히기 위해 첩보원 트리플 X를 파견한다. 한편 영국 정보부에도 비상이 걸린다. 16개의 핵탄두가 실린 핵잠수함 1척이 사라진 것. 모처럼 오스트리아에서 휴가를 즐기던 제임스 본드는 긴급 지시를 받고 본부로 돌아온다. 사건조사를 위해 이집트로 간 본드. 영국은 자신들과 마찬가지 상황인 KGB와 협력해 사라진 핵잠수함을 찾기로 합의한다. 무지막지한 킬러 죠스로부터 빼앗아 온 필름을 조사한 그들은 칼 스트롬버그라는 인물에 접근하게 되는데...

제2차 세계대전 중 연합군이 참패한 실제 이야기다. 아이젠하워는 독일 국경과 연결되는 여섯 개의 다리를 확보하기 위해 군대를 파견하지만 날씨, 작전의 오류 등으로 인해 수많은 인명만 희생된 채 작전은 실패로 끝나고 만다.
