탐사전문기사 맷 블룸버그는 캄보디아에서 불법낚시취재를 하던 중 해양활동가, 폴퍼버를 만난다. 폴은 베트남 선박의 저인망식 (bottom-trawling) 싹쓸이 어업으로 황폐화되고 있는 캄보디아의 바다를 보호하기 위해 노력하고 있으며, 많은 주민들의 노력과 동참 속에 변화가 시작된다.
