Sad-eyed, uniquely talented child actress Edith Fellows was Columbia's "answer" to Shirley Temple, Jane Withers and Deanna Durbin. In Little Miss Roughneck, Fellows is cast as Foxine LaRue, a tomboyish sort who is being prodded into a show-biz career by her stage mother Gert (Margaret Irving). Young Mr. Partridge (Scott Colton) becomes Foxine's agent, principally because he's sweet on the girl's older sister Mary (Jacqueline Wells). Blackballed from Hollywood because of her mother's pushiness, Foxine tries to help out Partridge and her own family by cooking up a bizarre publicity stunt, enlisting the aid of easy-going Mexican "papacita" Pascual (Leo Carrillo).

Cap Collender (Arthur Loft),a showboat gambling racketeer, ensnares a collegiate rowing team's coxswain, "Squirt" Adams (Jimmy Eagles), into the sports-gambling racket.

Eager to take advantage of a new oil boom, "Lucky" Conlon leaves his gas station and diner for Texas, with his wife Helen's blessing. In Texas, Lucky wins enough money in roulette to lease a parcel of land, and he and his friend "Smiley" begin drilling. William Foster is a slick attorney who stays within the law, but specializes in representing crooks and shady characters. He's adept at keeping them out of jail, winning acquittals, and having decisions reversed, thus springing criminals out of prison. He is romantically involved with dancer Irene Manners, who is two-timing him, although she wants to marry him. She kills a man driving while out with her other man, Jack Defoe, who takes the blame. Unfortunately, a ring Foster had just given Irene is found at the crime scene. Foster ends up defending Jack, but when the ring is found, he thinks he is protecting Irene, so pleads guilty to jury tampering.
