루팡, 지겐, 고에몬 3명은 독일에 침투해 과거 일본이 나치 독일과 동맹을 맺고 있던 당시 우호의 증거로 아돌프 히틀러에게 제공된 "지옥 여래상"을 훔치는 계획을 실행. 대규모 경비를 아랑곳하지 않고 상을 훔쳐 제니가타의 추적에서 벗어나려고 하던 중에 불상을 노리는 모르가나 전투 헬기에 습격을 당한다. 헬기의 미사일 공격으로부터 루팡은 간신히 도망치는 것에 성공하지만 제니가타 경부는 폭염에 휘말려 버리고 연기 속에서는 그의 트레이드 마크인 모자만 굴러 나오게 된다. 나중에 제니가타 경부의 장례식이 조용하게 진행되는 가운데 루팡 일당은 자신들 만의 방법으로 제니가타 형사의 명복을 빌고서 다시 움직이기 시작한다. 지옥 여래상은 본래의 목표에 이르는 열쇠 중 하나에 지나지 않았던 것이다. 한편 인터폴의 여성 수사관이면서 풍마 닌자의 혈통을 이어가는 카구라 아스카도 자신의 목적을 달성하기 위해 움직이기 시작한다.

Along with the help of the amnesiac headmeter K2 and a trusty sidekick, Kei must fight to protect Ai from the evils of Mr. Lee, Lai Lo Ching, and the state of the world itself!
