일본 사회는 극악무도하고 흉흉한 범죄들이 들끓고 야쿠자를 비롯한 여러 조직 범죄들이 기승을 부린다. 그 중에서도 3만 명이 넘는 자들을 아우르는 거대 조직 오오와다는 세력이 확장에 감에 따라 조직 내에 부패하는 자들이 넘쳐나게 되고, 이를 깨달은 오오와다 조직의 두목은 야쿠자로서의 최소한의 정의와 질서, 그리고 기강을 잡겠다는 다짐을 하며 자신을 대신해 조직을 새롭게 만들어 줄 누군가를 찾게 된다. 한편, 야노 조직은 소규모 조직이지만 나름의 소신을 가지며 활동을 해나가지만 오오와다 조직과는 적대적 관계로 마찰이 생기기 시작한다. 결국 야노 조직은 오오와다 조직의 막강한 세력에 지게 되고 오오와다 조직으로 흡수가 된다. 복수를 꿈꾸고 있던 야노 조직의 키도 세이지는 8년간의 복역을 끝내고 나와 오오와다 조직의 두목을 죽이러 쳐들어가지만 그 곳에서 두목에게 그는 뜻하지 않는 제안을 받게 된다. 자신의 조직 안에 부패한 자들은 처단해 달라는 것. 그리고 전국을 제패함으로서 더 이상의 세력 다툼 없이 야쿠자 세력을 하나로 만들자고 키도를 설득한다. 복수를 하러 간 곳에서 그와 손을 잡게 된 키도는 목표를 이루기 위해 하나 둘 처단을 해나가며 야쿠자로서의 정의를 실현해나간다.
