런던에 살고 있는 평범한 가장인 ‘콴’ 은 의문의 폭발 사고로 딸을 눈앞에서 잃는다. ‘콴’은 자신의 딸이 죽은 사고가 테러조직과 관련이 있음을 눈치채고 경찰을 찾아가지만 기다리라는 형식적인 대답만 듣게 된다. 답답한 ‘콴’은 딸의 억울한 죽음을 밝히고자 고위 정부관료인 ‘헤네시’ 를 찾게 되는데 무시만 당하게 된다. 더 이상 기다릴 수도, 참을 수도 없는 아버지 ‘콴’은 결국 스스로 범인을 찾기로 결심하고 그가 할 수 있는 모든 것을 동원하며 거대한 권력에 맞서 싸우는데…
