경찰관을 폭행한 죄로 소년원에 수감된 토미는 오히려 이곳에서 더 폭력적으로 변해가는 수감자들과 사사건건 부딪치게 된다. 그러던 중 보호관찰관으로 일하는 토미의 여자친구 엘리스(킴벌리 닉슨)가 제이크(잉글리스 프랭크) 일당의 범죄 사실을 알고 있다는 이유로 폭행을 당하는 사건이 벌어지자 토미의 분노는 극에 달하게 된다. 제이크 일당에게 복수를 결심한 토미는 제이크를 직접 처단하고 화끈한 복수를 해주리라 마음 먹는다.
