감옥에서 6년간 복역한 조이는 출소하자 집으로 가지만 집에는 형 토미와 형수 로레인이 살고 있어 맘 편하게 지낼 수가 없다. 토미는 일정한 직업없이 집에서 허송세월을 보내고 마약거래뿐 아니라 여기저기 빚을 얻어 늘 불안한 상태이다. 전과자 동생 조이가 근처에 있다는 게 은근히 거슬리던 로레인은 조이와 함께 하는 시간이 많아지면서 그가 다른 범죄자들과는 다르다는 사실을 알게 되고 그를 집안으로 받아들인다. 한편 예전의 연인이었던 드니즈를 만난 조이는 자신을 버리고 다른 남자와 결혼한 그녀에게 원망을 터트리고, 드니즈는 형에게서 벗어나지 못하는 조이를 책망한다. 조이가 감옥에 들어가게 된 이유는 조이가 토미의 죄를 뒤집어 쓰고 들어간 것이었기 때문이다.

만화가인 조슈(Josh Baker: 에릭 로버츠 분)는 우연히 세릴이 쓰러진 것을 발견, 구급차에 실어보내고 퇴근 후 병원으로 찾아간다. 그러나 병원에서는 그녀가 실려온 일이 없다고 하자 조슈는 경찰에 신고하지만, 스펜서 경감은 이를 대수롭지 않게 여긴다. 왠지 불길한 생각이 든 조슈는 직접 그린 세릴의 몽타쥬를 돌리며 그녀를 찾다가, 그녀마저 괴한들에게 납치당하고 만다. 그제서야 스펜서 경감(Lt. Spencer: 제임스 얼 존스 분)도 동료 샌디(Sandra Malloy: 메간 갤러거 분)와 함께 수사에 나서, 그 동안 당뇨병을 앓았던 11명의 여자들이 실종됐음을 알아낸다. 그러나 수사 도중, 스펜서 경감은 앰브란스에 타고 있던 사람들에 의해 살해당하고, 샌디와 조슈는 문제의 앰브란스가 전시되어 있는 나이트 클럽을 찾아낸 뒤 그곳에서 총격전을 벌여 납치된 여자들을 구해낸다. 범인들은 당뇨병 환자가 필요한 외국의 연구 기관으로 인신 매매를 하고 있었던 것이다.
