2011년 3월 11일 오후 2시 46분, 동일본 대지진이 발생한다. 후쿠시마 원자력 발전소 제1발전소는 위험한 상황에 빠진다. 원전 안에 남아, 사고를 수습한 후쿠시마 출신의 작업원들은 해외 언론 매체들에 의해 '후쿠시마의 50인(Fukushima 50)'이라고 불렸다. 그 안에서 과연 무슨 일이 일어나고 있었던 것일까? 진실은 무엇일까? 동일본 궤멸이라는 위기가 다가오는 와중에도 고뇌에 찬 결단을 내려야 했던 그들은 과연 무슨 생각을 하고 있었을까?

The story takes place over a 24 hour period. In the southernmost part of Japan, 20 fishing boats of an unknown nationality suddenly fire upon and occupy parts of the Hateruma archipelago. Members of the Japan Coast Guard are detained. Under the extremely tense situation, the Japanese government sends Aircraft Carrier Ibuki and an escort fleet to the area. Ryota Akitsu is the captain of the Aircraft Carrier Ibuki and Toshiya Niinami is second-in-command. It is now 6:23 am. and Japan faces one day which they never have before.

Shinichi Tominaga is a prosecutor, newly appointed to the special investigation division for the Tokyo district prosecutors' office. He is currently busy with a case involving suspicious donations to powerful politician Yohei Tachibana. Shinichi then receives a mysterious message from his friend Samon Kondo. His friend is in charge of space development at The The Ministry of Education, Culture, Sports, Science and Technology. The message talks about a scandal related to space development. Samon soon goes missing after sending the message. Shinichi begins to see a connection between the two cases.

아버지와 형들 및 집안 남자들이 전부 의사인 가문에서 태어난 카미야 타케시는 어려서부터 자신도 의사가 되고 싶었으나, 번번히 의대에 떨어지자 도쿄 대형 병원에 근무하는 아버지 츠카사의 곁을 떠나 간호사가 된다. 울적한 기분으로 간호사 일을 하기 시작한 카미야는 19살에 사고를 당해 45년간 혼수상태로 입원중인 환자 토비타 조를 담당하게 된다. 토비타를 담당하며 자신이 의사가 될 수 없었던 좌절감이나 울적한 심정을 토로하기도 하고, 고민이나 푸념을 털어 놓으며간호를 거듭하였다. 그런 어느날 기적적으로 토비타가 의식을 되찾는다. 토비타의 몸은 점차 회복되지만, 마음은 불량소년이던 19살 그대로였다. 하지만 45년간 입금된 입원비의 비밀을 알게 된 토비타는 카미야의 아버지 츠카사의 병원에서 연구 대상이 되는 것을 승낙한다. 한 편, 어느 덧 토비타에게 기묘한 우정을 느끼기 시작한 카미야는 갑자기 병원을 옮긴 것을 납득하지 못하고, 토비타의 잃어버린 청춘을 되찾아주기 위해 여행을 가자며 병원에서 억지로 데리고 나간다. 64세의 불량소년 토비타와 그에게 "아저씨"라고 불리는 27살 카미야의 청춘 여행이 시작된다.

Inspired by the movement to preserve the Komaba Dormitory at the University of Tokyo, the story differs greatly from historical fact.

A group of terrorists has taken hold of the largest dam in Japan. They also capture the workers as hostages, and demanded $5 billion yen from the government with a 24 hour deadline in exchange for the lives of the hostages. To make things more complicated, there was a snowstorm and no one can get in or out near the area. Fortunately, the terrorists did not capture Togashi, the dam controller, and he is the only person who can rescue those hostages from the terrorists...

A naked corpse was found that had its penis amputated on a heavy rainy night. As a result of an autopsy by a medical examiner (Naomi Oki), it was determined that the criminal was the same man as the unsolved continuous murder case since last month. Detective Yajima (Masato Furuoya) and Ishigami (Koh Takasugi) immediately start an investigation, but the case goes in a surprising direction.
