시트러스 주 교도소에 수감된 폴 크루는 왕년의 프로 풋볼스타로 돈을 목적으로 승부를 조작해 물의를 빚었던 경력을 가진 인물이며, 이 교도소의 헤이즌 소장은 교도관장으로 내셔널 리그에 우승을 차지하고자 애쓰는 명예욕이 강한 권위주의적 인물이다. 헤이즌 소장의 계획에 따라 재소자들은 폴을 주축으로 풋볼팀을 급조, 교도관 팀과 연습 경기를 갖게 되는데, 경기를 승리로 이끌어 평소의 울분을 해소하려는 재소자들의 욕구와, 이들의 승리 축구를 권위에 대한 도전으로 규정짓고 끝내 막으려는 소장의 의도 사이에는 타협하기 어려운 깊은 골이 가로 놓여 있다.
