가까운 미래, 인류는 제3의 에너지 혁명을 가져온 ‘시즈마 드라이브’의 발명에 의해 일찍이 없었던 번영의 시기를 맞이하였다. 어디 하나 쓰이지 않는 곳이 없는 시즈마 드라이브는 인류를 안락한 세상으로 인도하는 듯 했다. 하지만 세계최대의 시즈마 발전소 세인트 아바에가 완성되기 직전 시즈마 드라이브의 개발자 중 한사람인 시즈마 박사가 한 개의 샘플과 함께 국제경찰기구 엑스퍼트들에게 구출되는 일이 발생한다. BF단은 이 시즈마 드라이브를 장악하면서 세상을 손아귀에 넣겠다는 야욕을 불태우는 집단. 이 단체의 정점엔 빅 파이어(Big Fire)라는 정체불명의 사나이가 있고 ‘10걸집’이라는 일군의 초능력자들이 그를 보좌한다. 여기에 맞서는 국제경찰기구에는 엑스퍼트 ‘구대천왕’이 초인적인 전투를 편다. 거기에 12세 소년 쿠사마 다이사쿠가 조정하는 자이언트 로보는 과연 악인들로부터 세상을 구할 것인가.

A historical fantasy set in third century (i.e., mythical) Japan. It tells the story of Izumo, the young prince of Nakatsukuni. He's not very interested in studying, unlike his cousin Dekiru; instead, he wants to see the wider world. One day, a mysterious girl named Sanae shows up as a stowaway on an airship. Although nominally from Yamataikoku, she is actually from the Naga, a shadowy people possessing magical powers. Sanae is kidnapped by Takeru, a warrior from the rival kingdom of Akusa, and placed at the mercy of the evil witch Yomihime. Izumo, helped by an orphaned glider pilot named Navi, must now take up the sacred sword of his country, master its powers, and rescue Sanae. However, before that, he must defeat the reawakened eight-headed snake of legend, Yamata-no-Orochi.

세상은 인간들이 사는 인간계와 악마들이 지배하는 악마계, 반인반수들이 사는 수인계의 삼계로 오랜 세월동안 그 균형을 유지해 왔다. 수인계의 최강자 아마노 자쿠는 삼계에 걸쳐 전해오는, 3천년에 한번 나타나 삼계를 하나로 통합하여 새로운 세상을 창조한다는 초신의 전설을 쫓아 여동생 메구미와 함께 인간계로 내려오게 된다. 사립맹신학원이라는 학교에서 초신의 기운을 느낀 아마노는 인간으로 변장하여 학교에 입학, 초신의 존재를 찾기 시작한다. 한편, 학원의 소심남 나구모 타츠오는 리듬체조부 소속이자 학원의 아이돌이기도 한 이토 아케미를 좋아하지만 소심한 성격때문에 자신있게 다가서지 못한다. 양호실에 간 아케미가 초신의 존재를 찾아 인간계로 넘어와 교사로 위장해 있던 악마에게 붙잡혀 범해질 위기에 처하고, 마침 학원을 탐색 중이던 아마노가 이를 발견, 일격에 악마를 처리하는 상황이 발생한다. 마침 그 장소에는 아케미를 쫓아온 나구모도 있었고, 아마노의 모습을 보기 전에 기절한 아케미는 나구모를 생명의 은인으로 여기고 그와 가까워지게 되는데...

The story of a white lion cub growing to become the king of the jungle. The movie is an edited version of the 1965 Japanese television series of the same name based on the eponymous 1950s manga. The first 2 minutes of this film are taken from the Jungle Emperor Leo (1965) TV series, while the rest is all original. Tezuka was very pleased that this film conveyed his story accurately, something he wasn't able to do with the TV series.
