할머니를 도와 코인(셀프) 세탁소에서 일하는 스무 살 청년 ‘테루'. 어릴 적 사고로 머리를 다친 후, 환상과 현실을 구별하는 능력이 모자란 그는, 이상한 사람들이 여자들의 속옷을 훔쳐가지 못하도록 감시하는 일을 맡고 있다. 사진 찍기에 열중하는 아주머니, 며느리에게 불만이 많아 매일같이 속옷을 직접 빨아 입는 할아버지, 한번도 우승해 본 적 없는 아마추어 권투선수... 그들의 일거수일투족은 ‘테루’의 하루처럼 매일 매일이 비슷하게 흘러가기만 한다. 그러던 어느 날 ‘미즈에’라는 여자가 세탁소를 찾아와 핏자국이 있는 드레스 한 벌을 남기고 사라진다. ‘테루’는 드레스에 남은 핏자국을 깨끗이 제거하고 그 드레스를 돌려주기 위해 ‘미즈에’를 찾기로 결심하고 무작정 길을 떠난다. ‘미즈에’는 과거에 한 남자를 열렬히 사랑했었다. 하지만 일방적인 버림을 받은 후부터 정신없이 도둑질을 하기 시작했다. 몇 번의 자살도 시도했다. 가족들에게까지 외면 받으면서 홀로 외로움을 견디던 그녀는, 그렇게 마음을 다쳤다. 그런 그녀에게 어느 날 불쑥 다가온 남자 ‘테루’. 새로운 삶을 시작하기 위해 고향으로 내려온 그녀를 용케도 찾아낸 그의 손에는 너무 깨끗이 빨아 너덜너덜해진 드레스가 꼭 쥐어져 있었다. 다시 만나게 된 두 사람은, 비둘기 조련사 ‘샐리’의 도움을 받으며 행복한 생활을 시작한다. 자연스럽게 사랑을 확인한 두 사람. 하지만 ‘미즈에’는 ‘테루’의 청혼을 쉽게 승낙하지 못한다. 테루의 순수한 마음을 알면 알수록 자신이 그의 사랑을 받을 자격이 없다고 생각하는 그녀. 그렇게 ‘미즈에’는 자신 안의 방황을 해결하지 못한 채 다시 도둑질을 시작하게 된다.

While returning from a business trip to Hokkaido, Detective Kamei of the MPD greets a middle-aged traveler in the waiting room of Minami-Wakkanai Station but is ignored by him. On the limited express to Asahikawa, the same man happens to entrust Kamei with a floppy disk before dying. The floppy contains his investigative notes on a murder that happened two years ago...

류지와 레이코는 우물 속에서 30년전에 죽은 사다코의 시체를 발견하지만, 부검 결과 시체는 죽은지 몇년 되지 않았다는 사실이 드러난다. 류지 교수의 조교였던 마이는 류지가 죽은 이유를 알아내기 위해 전부인인 레이코가 일하던 곳으로 가고, 그녀가 저주받은 비디오에 대한 취재를 하고 있었다는 것을 알게 된다. 그러나 레이코와 그녀의 아들은 이미 사라졌고, 불에 탄 흔적이 남아있는 비디오만 발견된다. 그러는 가운데에서도 저주의 비디오는 계속하여 사람들에게 퍼져나가는데...

아사가와 레이코는 조카 토모코의 죽음이 자신이 취재하고 있는 비디오와 연관이 있다고 생각하고 비디오를 찾아 나선다. 그러나 비디오를 본 그녀는 영상을 본 사람은 1주일 안에 죽는다는 것을 알아채고 전 남편인 류지에게 도움을 청한다. 비디오를 분석한 류지는 영상의 주인공인 시즈코라는 여인을 조사하고, 아들 요이치가 비디오를 본 사실을 알게 된 레이코는 그의 목숨을 살리기 위해 애쓴다.
