철선방의 강호 제일의 병기 ‘금강 철선’에는 23개의 동작이 있지만 23번째 동작을 아는 이는 아무도 없다. 철선방 방주 진연에게는 놀기만 좋아하는 철부지 아들 진범이 있는데 어느 날 철선방 사제 출신인 금의위 지휘관 윤묵이 반역이라는 거짓 죄명을 들고 철선방에 쳐들어가 철선방 사람들을 전부 몰살시킨다. 진범의 부모도 목숨을 잃고 진범은 금강 철선을 들고 간신히 피하지만 그의 가슴속 깊은 곳에는 윤묵을 향한 큰 복수심이 자라게 되는데… 그 후 진범은 한때 진연과 함께 철선방의 방주 후보에 올랐던 한석을 만나게 되고 그에게 철선령을 전수받기로 하지만 한석의 비밀을 알게 된 진범은 배신감을 느끼며 그를 떠난다. 과연 철선령의 23번째 동작은 무엇이며 진범은 철선방과 부모의 원수를 갚을 수 있을 것인가?
