주인공 토니는 바다에서 죽은 아버지 대신 할아버지, 어머니, 세 여동생과 남동생을 부양해야 하는 처지이다. 토니는 중간상인들의 횡포에 대항해 어부들끼리 힘을 합치자고 주장하지만 동조하는 어부들은 없다. 직접 생선을 팔기 위해 그는 집을 담보삼아 배를 산다. 한동안은 생활이 나아지나 엄청난 폭풍 속에 배를 잃고 토니는 겨우 목숨만 건지게 되는데...
