정쟁의 암운이 감도는 이조말엽. 간신 김만근 일당의 모함으로 일찌기 부모를 잃은 박인걸은 탐관오리들의 집을 털어 불쌍한 양민들을 돕는 의적 일지매가 된다. 어려서 정혼한 숙향을 찾기 위해 가는 곳 마다 매화 표적을 남기던 그는, 김만근 일당으로부터 영의정을 보호하려는 덕진을 알게 된다. 덕진은 기생 연화와 남매 사이로, 이들 또한 김만근에 의해 부모가 죽음을 당했다. 박인걸은 자신의 정체를 숨기기 위해 박흥수란 이름을 쓰는데, 김만근의 애첩 계향을 찾아가 그녀의 도움으로 금부도사 자리를 돈으로 산다. 연화와 덕진이 부모의 복수를 위해 김만근을 처치하려다 위기를 당하자 박인걸이 이들을 돕고, 이 과정에서 연화가 숙향임이 밝혀진다. 그러나 일지매는 그녀를 뒤로 하고 겨레와 백성을 위해 길을 떠난다.
